Org. Setting and Reporting

The position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UNOHRLLS). Subprogramme 1 of the Office is mandated to mobilize and coordinate international support and resources for the effective implementation of the Programme of Action for the Least Developed Countries, enhance its monitoring and follow-up and raise awareness and advocate with respect to the special needs of least developed countries. The incumbent reports to the Senior Programme Management Officer, Subprogramme 1, under the overall guidance of the Chief.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Contributes to the effective implementation of the Doha Programme of Action for the Least Developed Countries by monitoring economic developments;
  • Researches, analyzes and presents information gathered from diverse sources and develops draft policy recommendations to foster the implementation of the Doha Programme of Action;
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, and provides substantive support on economic issues to intergovernmental bodies, in particular the General Assembly and the Economic and Social Council;
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;
  • Provides substantive backstopping to consultative and expert group meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
  • Leads and/or participates in projects related to the implementation of the Doha Programme of Action, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.;
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.);
  • Prepares speeches and other inputs for presentations by senior staff;
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting;
  • Performs other duties as required.

Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, development studies, international relations or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in economic and social development, economic analysis and international relations or related area, of which at least three years should be at multilateral/international levels is required. Experience working with international organizations as well as intergovernmental processes is desirable. Experience in programme budget preparation is desirable. Experience in resource mobilisation is desirable.

Languages

  • English and French are the working languages of the UN Secretariat. For this position fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
