Org. Setting and Reporting

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions. This position is located in the Office of the Assistant Secretary-General for Peacebuilding Support Office (PBSO). The Senior Programme Officer will be leading PBSO’s efforts to establish the Peacebuilding Impact Hub. The focus of this job is the establishment, implementation, and monitoring and evaluation of the Peacebuilding Impact Hub, its operations and other related activities. The Senior Programme Officer works under the direct supervision of the Director and Deputy Head of PBSO/DPPA.

Responsibilities

  • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc. for the Peacebuilding Impact Hub; directs subordinates in programme/project development, implementation, monitoring and assessment of the Impact Hub; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
  • Takes the lead on the establishment of a platform for stakeholders to exchange best practices for impact and evaluation and collaboration on peacebuilding initiatives, leads in the creation of an inclusive and up-to-date repository of knowledge, develops action plan and directs impact measurement initiatives.
  • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
  • Directs research and programme evaluation and presents information gathered from diverse sources.
  • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,
  • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc, Serves as overall editor for the Peacebuilding Impact Hub’s Global Overview Report, and production of the Peacebuilding Impact Hub’s Knowledge products.
  • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities
  • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
  • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
  • May perform other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of a degree or equivalent program in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.
  • Experience in building strategic alliances and partnerships and resource mobilization is required.
  • Experience in data analytics or related area is desirable.
  • Specialized expertise in Impact evaluation and data collection is desirable.
  • In-country experience working in conflict settings and/or peacebuilding contexts is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
