Summary:

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO).

The aim of PFRU is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate and strengthen resilience for a more socially cohesive, inclusive, democratic, and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

Responsibilities:

Overarching

Lead on all RMEL, including data collection, analysis and reporting, including establishing indicators and setting baselines to inform project design and adaptation. Via inputs from team and partners, deliver strong technical and analytical products to support strategic and operational decision-making and quality assurance.
Supervise MEL and Research teams, setting direction and priorities, providing leadership and management, and leading recruitment.
Contribute to PFRU workshops, including leading on the Theory of Change workshops, and engage with donors and GoU stakeholders as required.
Advance PFRU thought leadership with different external audiences, using project learning and research to inform and influence GOU and financing partners and collaborating with other programmes and research bodies.

MEL

Oversee development of MEL plans for project activities and support on project/activity level design and planning.
Lead implementation and operationalisation of PFRU’s Theory of Change, including development and review of behaviour change (COM-B) models and related MEL framework (e.g. review, collection and reporting of output and outcome indicator)
Lead on quarterly results reporting at project and programme level in close collaboration with Reporting and Coordination lead.
Manage contract and relationship with and delivery by the Independent Monitor, setting and quality assuring methodology, defining scope and quality assurance.
Lead knowledge management efforts, and ensure lessons learned are incorporated into future project activities and dispersed among project partners
Contribute to a team culture that values M&E and communicating project success stories, training and mentoring team members where required

Research

Lead delivery of Responsive Research Project, including commissioning of work, management of contracts and relationships, knowledge management, dissemination and results reporting.
Oversee delivery of all qualitative/quantitative research led by Research Team. This includes drafting and/or quality assuring terms of reference, scopes of work, reviewing proposals and providing quality assurance and oversight of local partners
Help coordinate conflict, GESI and political economy research and analysis to support the design of all projects/activities.
Coordinate support by research team to research led by technical teams.
Coordinate with key stakeholders and financing partners, including FCDO, to facilitate knowledge generation, synthesis, translation, sharing and engagement.

Qualifications:

The Research, Monitoring, Evaluation, and Learning Director will have the following qualifications and experience requirements:

Masters degree or higher in international development, social science or a related discipline, or equivalent professional experience.
Demonstrable experience in the area of monitoring and evaluation for international development activities.
Proven experience leading and building teams.
Experience with data analysis, interpretation and/or reporting for FCDO and/or other donors is required. Previous experience managing donor-funded research and evidence activities to inform project implementation required.
Experience of complex M&E systems and in particular adaptive programming and behaviour change strongly preferred.
Experience with stabilisation and peacebuilding programming strongly preferred, including familiarity with Political Economy Analysis, Thinking and Working Politically and related approaches.
Excellent command of written and spoken English required, Ukrainian language skills strongly preferred.
