Purpose of Job

The Senior Technical Officer (STO) – One Health & AMR will play a crucial role in supporting the Africa CDC's efforts to combat antimicrobial resistance (AMR) and promote the One Health approach in Africa. This position will contribute to the development and implementation of strategies, policies, and programs to address AMR and strengthen the One Health capacity of AU Member States.

Main Functions

This job involves the following main functions that are generally applicable for this category:

• Provide technical support in the preparation and implementation of programmes developed out of the Division’s strategic plan
• Ensure effective coordination and implementation at various levels
• Liaise with Member States, Regional Economic Communities (RECs), and other stakeholders on relevant matters
• Prepare and develop reports, budget and work programmes related to the functioning of the Division
• Provide technical support for the development of resource mobilization strategy with stakeholders coordination
• Manage and supervise employees under his/her supervision with regard to organization and performance evaluation.
• Conduct complex analysis and generate accurate reports in a timely manner for the Division and AU’s internal use.
• Liaise with the various Departments/Units of the Commission for coordination and alignment purposes
• Prepare budgets for the Division in accordance with relevant frameworks. Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets as may be required.
• Actively contribute in the development of strategies, policies, programmes and plans

Specific Responsibilities

Technical Assistance and Capacity Building:

• Provide technical assistance to AU Member States in developing and implementing national action plans on AMR and One Health.
• Support the development and implementation of training programs for healthcare workers, veterinarians, and other stakeholders on AMR and One Health.
• Conduct capacity building workshops and trainings for AU Member States on AMR and One Health surveillance, prevention, and control.

Policy Development and Advocacy:

• Contribute to the development of AU policy frameworks and guidelines on AMR and One Health.
• Advocate for the integration of the One Health approach into national and regional policies for AMR control.
• Collaborate with national, regional, and international partners on advocacy efforts for AMR and One Health.

Monitoring and Evaluation:

• Monitor and evaluate the progress of AU Member States in implementing national action plans on AMR and One Health.
• Contribute to the development and implementation of monitoring and evaluation frameworks for AMR and One Health programmes.
• Analyze data and prepare reports on the status of AMR and One Health in Africa.

Collaboration and Communication:

• Collaborate with other departments within the Africa CDC and AU on One Health and AMR related activities.
• Foster collaboration and partnerships with national, regional, and international stakeholders on AMR and One Health initiatives.
• Develop and disseminate communication materials on AMR and One Health for various audiences.

Academic Requirements and Relevant Experience

• Master's degree in public health (MPH), Veterinary Medicine, Microbiology, or a related field from an accredited university with at least 7 years of experience working on antimicrobial resistance and/or One Health in a public health or related setting; Or
• Bachelor’s degree Public Health (MPH), Veterinary Medicine, Microbiology, or a related field from an accredited university with at least 10 years of experience working on antimicrobial resistance and/or One Health in a public health or related setting.
• A Ph.D. in a relevant field is an advantage.
• Experience working in African context is an advantage

• Strong understanding of the One Health approach and its application to AMR control.
• Excellent analytical and problem-solving skills.
• Strong communication and interpersonal skills, including the ability to work effectively with diverse stakeholders.
• Excellent writing and editing skills.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
• Experience with data analysis software is an advantage.
