Position Description:

The Chief of Party (COP) will manage all activities of the USAID India Accelerator to End TB project in India; provide overall strategic and managerial leadership and direction to the project in collaboration with all major stakeholders, oversee all aspects of project implementation, including program quality, personnel and financial management. S/he will ensure close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. The COP will be responsible for providing technical and strategic leadership to the project, provide portfolio management leadership in the management, implementation, prioritization, sequencing, and selection of projects.

The position shall be based out of New Delhi, India. The recruitment is subject to modifications based on the actual release of solicitation and approval of USAID.

Key Responsibilities:

  • Provides leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over plans and priorities, and encourages effective team-work;
  • Guarantees the efficient and effective use of the resources to reach the desired results of the project, monitoring the work plans, budgets and finances, in accordance with the procedures of the donor (USAID);
  • Coordinates and is responsible for the preparation of the annual work plans, budgets, and annual progress reports in a timely fashion for submission to USAID;
  • Communicates and collaborates effectively with the local USAID Mission as well as with the national TB program and other consortium partners, other stakeholders and the government;
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities;
  • Oversees production of timely and accurate financial and programmatic reports to USAID and FHI 360 as required;
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters as well as the RNTCP standards;
  • Establishes annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies;
  • Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity;
  • Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters;
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.

Minimum Requirements:

  • Advanced degree (Medical Degree, Masters, or PhD) in health, social sciences, business, or a relevant field;
  • At least 15 years working on public health, health systems strengthening projects, as well as demonstrated leadership and management skills to effectively and efficiently implement complex and politically sensitive international health projects;
  • At least five (5) years of experience working on infectious disease, particularly TB Programs in India and especially in South Asia;
  • Demonstrated experience in collaborating and implementing programs with the private and non-public sectors;
  • Demonstrated ability to lead and manage diverse teams and ensure high performance and staff retainment;
  • Ability to develop and manage relationships with a wide range of stakeholders, including government officials;
  • Experience and skills in financial management and performance monitoring;
  • Knowledge of and experience working with USAID or other international donor projects;
  • Strong organizational and management skills;
  • Exceptional communication skills, particularly in English and local language, both verbally and in writing.
