Reporting Lines:

The Programme Officer reports to the FAO Representative under the technical guidance of the Senior Programme Officer in PSE.

Technical Focus:

Coordinate FAO and UNCHR joined efforts to develop, promote and strengthen joint actions for a coordinated, sustainable and technically sound support to refugees, asylum seekers, returnees, host communities and where applicable, IDPs, in camp and non-camp settings.

Key Results:

Develops, implements, evaluates, ensures effective leadership and management of major projects and related teams.

Key Functions:

  • Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action;
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
  • Researches, analyses and presents information gathered from diverse sources;
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies;
  • Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions;
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications;
  • Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations;
  • Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities;
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions:

  • Coordinates FAO technical divisions' contribution to FAO/UNHCR joint efforts;
  • Supports the development of a mutual understanding and analysis of the food security and agricultural livelihoods situation of refugee and returnee populations:
  • Supports the development and implementation of FAO/UNHCR quick impact on food security, natural resource and agricultural livelihoods projects for refugee and returnee populations;
  • Supports the development of FAO/UNHCR programmes for the medium to long term inclusion of refugee and returnee populations in local rural economies;
  • Leads FAO's country efforts for the inclusion of refugee, displaced and returnee populations' needs in national agriculture and food security policies;
  • Supports advocacy and resource mobilization efforts at country and global level for FAO and UNHCR programmes.


Minimum Requirements:

  • Advanced university degree in business administration or public administration, social science, political science or a related field;
  • Seven years of relevant experience in programme/project management, inter-agency coordination and/or field operations management;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills:

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Demonstrated ability to analyse complex emergency situations;
  • Extent and relevance of experience in carrying out needs assessments, food security analyses and formulating programme strategies;
  • Extent and relevance of experience in formulating and implementing projects in humanitarian and transition contexts at country level including with/for refugee and returnee populations;
  • Extent and relevance of experience in humanitarian and development settings, especially food security and displacement issues and policies;
  • Extent of knowledge of international humanitarian architecture, including processes, forums, agencies, NGOs, and other partners.
