Under the guidance of the Project Manager and M&E Leader (HQ) the Monitoring and Evaluation (M&E) Specialist will provide support and technical assistance to plan, design and inform deployment of robust systems needed for the monitoring and evaluation of a large aquaculture and market chains development project in Myanmar together with inputs to similar projects in the region. S/he will lead project teams in developing the project’s Monitoring, Evaluation & Learning (MEL) plan, M&E work plans, strategy documents, and field activities, and will ensure the project is integrated with or operates alongside the existing M&E framework; support the adaptation and development of methods and tools to support digital data capture and management platforms for aquaculture and value chain development in central and northern Myanmar; and communicate effectively the identified advances against the projects indicators. Based in Yangon, Myanmar, s/he will have regional responsibilities in Bangladesh and Cambodia.

Key Responsibilities:

  • Lead and collaborate with the development team to further develop the Theory of Change (ToC) mechanism designed for the project.
  • Collaborate with team members and donor to design an effective monitoring and evaluation system, including results-based management and determining indicators.
  • Design impact tracking and monitoring protocols to ensure that project impacts are well documented and in compliance with project strategic objectives.
  • Design and implementation of ex-ante and post evaluations for key components of the project.
  • Contribute to the development and testing of evaluation approaches appropriate for this large aquaculture and value chain project.
  • Ensure results are communicated effectively both nationally and internationally. Publish results in a range of formats from peer-reviewed scientific journals to policy briefings and popular media and where appropriate at international conferences.
  • Mentor and build capacity of partners and junior staff in local private sector collaborative entities and Community Based Organisations.
  • Provide technical input and MEL leadership in medium to large projects in Bangladesh, Cambodia and Myanmar.
  • Mentor and build capacity of partners and junior staff in WorldFish program and project countries in Bangladesh and Cambodia.
  • Develop and maintain collaborative networks and partnerships with international and regional development and management organizations.

Requirements:

Essential qualifications and competencies:

  • A Master's Degree in agricultural economics, impact assessment or a relevant quantitative social science.
  • At least 4 years of work experience in monitoring and evaluation with a particular focus on evaluation/impact assessment.
  • Demonstrated technical knowledge of a broad set of monitoring and evaluation methods suitable for use in complex systems.
  • Experience with designing impact assessment protocols, monitoring, evaluation and up-to-date knowledge of qualitative and quantitative evaluation methods.
  • Knowledge and use of monitoring, evaluation and learning systems based on a MEL platform and familiarity with the use of Theory of Change.
  • Ability to work in inter-disciplinary and multi-cultural teams, and demonstrated ability to develop close and effective working relationships with a range of partners.
  • Demonstrated professional communications network and communication design and delivery, presentation skills, both written and oral.
  • Proven project management and leadership skills and the ability to provide technical guidance and leadership to teams during impact assessment.
  • Demonstrated ability and willingness to lead and carry out fieldwork in developing countries and ability to supervise a team.
  • Proficient in English language - both written and verbal.
  • Experience in carrying out impact evaluations for rural development, aquaculture or other related agriculture projects in developing countries.
  • Excellent Statistical Skills and knowledge of a statistical software such as STATA.

Desirable qualifications and competencies:

  • PhD in agricultural economics, impact assessment or a relevant quantitative social science.
  • Field experience in carrying out impact evaluations for rural development, agriculture or fisheries and aquaculture in developing countries.
  • Research skills supported with a good peer-reviewed publications track record, and competency with quantitative research analytical tools, methodologies and analyses.
  • Proficiency in another language is an added advantage including knowledge of Burmese.
