Overview
The Director will lead and shape the strategic vision of a newly formed division, Data Science, Learning and Impact, focused on actionable measurement, learning and adaptive management across Jhpiego’s portfolio of global health programming in Africa, Asia and Latin America in technical areas including HIV, Malaria, MNH, family planning and reproductive health, tuberculosis, and infectious diseases. The Director will provide leadership to ensure technical excellence in the area of measurement, learning and adaptive management across the organization and will develop and maintain relationships that grow Jhpiego’s portfolio and strengthen its reputation as a global leader. The Director will oversee a team of senior staff providing technical assistance to Jhpiego projects to ensure best in class technical leadership on data analysis and use to strengthen the quality of implementation and in pursuit of project impact. S(he) will oversee research and evaluation experts and provide oversight for the development and implementation of project learning agendas. Working within the Technical and Innovations department and across other relevant departments within Jhpiego, the Director will ensure a strong focus on actionable measurement, evaluation and learning activities are aligned with organizational goals and objectives
Responsibilities
- Drive the development of the strategic vision, priorities and activities of the Data Science, Impact and Learning division. Supervise and manage senior staff to assure the achievement of strategic objectives;
- Continually assess global trends to assure Jhpiego is on the forefront of data measurement, analysis, and use. Provide organizational-wide leadership and guidance for building capacity to strengthen Jhpiego’s reputation globally as a leader in data science, impact and learning;
- Provide leadership to build a best in class global measurement, learning and adaptive management team across Jhpeigo’s offices globally. Lead a proactive and systematic capacity-transfer approach for strengthening country-level capacity to capture and use data for decision-making and learning;
- Lead a broad team for the conceptualization and development of innovative and high-quality measurement, learning and adaptive management approaches that demonstrate impact and facilitate the visualization of data and ensure systems are in place to achieve strategic objectives;
- Work collaboratively with the Director of Learning/DLI, Senior Directors of TLI and across technical implementation units (RMNCAH, Gender, HIV, Infectious Diseases and Malaria) to ensure division activities are well-integrated, of high-quality and are responsive to technical learning agendas and priorities;
- Continue to build leadership, skills and expertise in growth areas for the organization including developing innovative tools and models that support data based decision making including impact modeling, costing, etc.;
- Lead and provide strategic guidance to staff focused on data analytics and visualization to ensure strong systems and processes for collecting, analyzing, and visualizing data to maximize data use. Provide guidance and direction to staff to ensure data solutions meet the needs of technical and program staff across departments and countries;
- Provide management oversight and linkages to ensure Jhpiego’s experts in evaluation, research and data compliance are aligned with donor and organizational priorities, needs and contractual requirements. Provide strategic leadership for driving peer-reviewed publication and dissemination efforts of Jhpiego’s priority research and evaluation activities and work;
- Build a strong and productive partnership with key stakeholders internally and externally including maintaining strong collaboration with JHU/SPH/IRB and JHURA and compliance on open data platforms. Oversee development and execution of the division workplan and budget and maintain accountability for responsible and effective spending within the division to achieve priority objectives;
- Deploy and maximize human resources across the unit, assign work functions, identify and acquire new talent. Monitor staff utilization across the unit to ensure appropriate and equitable distribution of technical assistance;
- Develop and maintain excellent professional relationships with governments, global institutions, colleagues and donors worldwide to maximize Jhpiego’s impact and leverage, including developing new business opportunities, and contributing to positioning, leads development, and proposal design and production;
- Ensure global leadership for Jhpiego by serving on external advisory or working groups and representing Jhpiego in key global and regional technical meetings and committees.
Required Qualifications
- Advanced degree in public health, health administration, public administration, or health service provision;
- 15 years of progressively responsible international public health management, including in monitoring and evaluation;
- Experience working in a country office setting highly preferred;
- 5 years experience managing staff;
- Strong ability to demonstrate flexibility, adaptability and team work;
- Strong ability to lead a team in a dynamic and changing context and under pressure;
- Strong technical and programmatic background in monitoring and evaluation, especially management and the provision of technical support to country programs;
- Proven, demonstrable leadership skills and expertise in strategic program planning, implementation and management;
- Proven experience in leading highly skilled and qualified technical personnel;
- Excellent understanding of USAID and other donor systems, structures and processes;
- Strong change management, results oriented and decision-making skills;
- Excellent interpersonal and written and oral presentation skills;
- French, Spanish or Portuguese language skills preferred;
- Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings;
- Ability to travel up to 30%, primarily to developing countries.
