Job Summary:

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Program Manager will support all country program projects in the design and implementation of projects advancing CRS work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Job Responsibilities:

  • Manage and implement all MEAL activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Provide management, guidance and technical oversight for project or program evaluation events and research including the development of terms of reference or study protocols that include evaluation/learning questions, a balance of qualitative and quantitative methods, appropriate consideration of ethical and data protection standards, and the necessary technical rigor. Oversee the quality of evaluation data through good data management. Support the identification, recruitment, and management of external evaluators or research partners to ensure high quality evaluation, research, and learning.
  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following the MEAL Policies and Procedures. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project MEAL implementation.
  • Help identify, assess and strengthen partnerships relevant to MEAL, applying appropriate application of partnership concepts, tools and approaches.
  • Coordinate and monitor financial and material resources relevant to project MEAL needs. Through planning and oversight ensure efficient use of project resources
  • Provide management, guidance, and technical oversight for the development and implementation of high-quality MEAL systems and processes, including ICT4MEAL and the application of responsible data principles as per agency and donor requirements. Promote MEAL policies and industry good practices, champion the analysis and use of project performance data to inform decision-making and identify lessons learned. Facilitate connections between colleagues and peers to generate and share evidence-based learning.
  • Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Promote the application of learning to improve program quality and to strengthen agency influence among external stakeholders. Ensure integration of MEAL-related innovations and best practices.

Typical Background, Experience & Requirements:

Education and Experience

  • Master's Degree in International Development, International Relations or in a relevant field is required.
  • Minimum of 5 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
  • Project management experience in emergency response, and DRR highly desirable.
  • Experience engaging with partner organizations for transfer of knowledge through training, mentoring and other formal and non-formal methods.
  • Experience contributing to the development of technical proposals.
  • Demonstrated MEAL field experience; skilled in collecting, manipulating, synthesizing and analyzing data. Skill with SPSS or similar data analysis software highly preferred
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Prior experience in Asia, particularly Indonesia preferred.

Required/Desired Foreign Language: English required. Knowledge of Bahasa preferred.

  • Travel Required: 50% within country, occasional regional or international trips.

  • Internal: Country Manager, Sub Regional Head of Programs, Project Managers and MEAL staff;
  • External: Donors, Government stakeholders, working groups.
