Job Function/ Description:

  • Develop overall project implementation strategy, systems, approaches, and tools;
  • Organize project kick-off and close-out meetings;
  • Plan different stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives;
  • Manage the day-to-day administration and smooth running of the project including Sign of documents related to work, accountability to the beneficiaries and the partner agencies;
  • Supervise the project staff to provide good quality services through smooth implementation of their tasks;
  • Oversee and manage the implementation of the project;
  • Organize regular project coordination meetings with project team;
  • Ensure budget utilization based on work plan;
  • Ensure project implementation is on time, target and budget, using effective M&E systems;
  • Ensure that the project is implemented in accordance with Blumont rule and regulations;
  • Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation;
  • Work on work plan, output tracker, budget tracker, and other documents relevant for effective project management;
  • Review the BoQs, RFQ and relevant documents;
  • Forecast monthly cash requirements of the project and submit to Finance Director;
  • Engage with operations including logistic and procurement plan;
  • Contribute quality checks and procurement provision;
  • Confirm quality of items and equipment if and when applicable;
  • Ensure a proper management and use of the project assets and stocks;
  • Participate and engage in the recruitment process;
  • Ensure that project staff understand and are able to perform their roles and responsibilities;
  • Follow-up the work plans and day-to-day activities of the project staff;
  • Undertake regular appraisals of staff and follow career management;
  • Manage interpersonal conflicts;
  • Contribute to the updating of the security guidelines in the project area of intervention;
  • Engage in having good relations with key humanitarian actors - local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings;
  • Identify opportunities to collaborate and coordinate efforts with other organizations;
  • Provide regular and timely updates on progress and challenges to supervisors and other team members;
  • Contribute to drafting project progress reports, ensuring the quality and accuracy of technical information provided;
  • Develop and promote in collaboration with other partners, participation in management area by providing technical support to subcommittees and ensuring whenever appropriate, their motivation through in kind incentives where appropriate;
  • Implementation of project based on the Blumont and required standards;
  • Develop capacity-building plan based on the learning need assessment of the Staff and Conduct capacity-building activities;
  • Monitor implementation of organizational development techniques;
  • Develop relevant materials and documents to assist in organizational development;
  • Liaise with government, NGO and UN agencies;
  • Coordinate with other Blumont staff through regular meetings;
  • Submit regular reports to supervisor;
  • Work closely with the Information & Communication staff to ensure that project results and reports are properly disseminated internally and externally;
  • Any other program related duties within his /her duty station that may have direct impact on the success implementation of the project.

Required Education & Experience and Skills:

  • Bachelor Degree in Peace Management, Organizational Behavior, community development or related field;
  • Minimum five years of demonstrated management experience, at least two of which are in a non-government organization;
  • Demonstrated experience with training and capacity-building;
  • Proficient in written and spoken English and Arabic;
  • Understanding of the situation of the region and commitment to humanitarian principles;
  • Willingness to travel within the mentioned Gov when required;
  • Computer literate in Microsoft Word, Excel, and email;
  • Excellent organizational and communication skills;
  • Ability to work with minimal supervision;
  • Flexibility, commitment, patience and a good sense of humour;
  • Extensive project management experience in emergency and/or development;
  • Proven capabilities in leadership and management required (large team);
  • Perfect verbal and written communication skills in English;
  • Knowledge of local language and/or regional experience an asset;
  • Ability to work well and punctually under pressure.
