Purpose of Role:

Working under the supervision of the Manager: Faith based and Community Initiative (FCI) will coordinate and facilitate the provision of technical support and assistance of the FCI Project in the two priority areas; namely a) reaching men and children in the HIV Prevention and Treatment cascade and b) Strengthening Justice for Children through preventing sexual violence for boys and girls as well as linkage through the Justice Sector. He or she will directly facilitate and coordinate the technical assistance provided by consultants and short-term technical assistants and sub-awardees.

Key Responsibility Areas:

Assist in establishing and maintaining collaborative relationships with donor/sub awardees and relevant government Ministries. Coordinate and facilitate technical capacity building and training of all sub-awardees and project staff to ensure its effective cascading to COF, community, faith, traditional and civic leaders and structures on the following:

  • FCI Framework to increase the proportion of men and children living with HIV who know their status, are linked to care and have viral load suppression and strengthen child justice;
  • Evidence-based interventions (e.g. Faith Matters, Impower, Coaching boys to men etc.) to prevent gender-based violence and promote gender equity
  • Faith Pack to create demand for HIV Testing and health service including HIV treatment and care;
  • Educational module such as HIV 101 and SVAC 101 educational module to create demand for HIV Testing and prevent sexual violence against children;
  • Child safe guarding policies to promote and strengthen justice for children;
  • Facilitate the support, mentoring and monitoring of sub-awardees to ensure the roll-out and cascading of the above training to COF, community, faith and civic leaders and structures;
  • Provide technical support to the sub-awardees to strengthen referral and linkages for HIV Testing, sexual reproductive services including adolescent friendly services, psychosocial support, legal services etc.;
  • Facilitate the implementation of quality improvement and assurance tools system and processes including the use of USAID version four SIMS Tool to ensure delivery of high quality and impact services mentioned above;
  • Participate in the monitoring and evaluation activities such as data validation across all sub-awardees, ensuring that tools are updated as necessary and that a periodic schedule for these activities is developed and adhered to; that reports are received and results entered into a database, and improvement action plans are implemented effectively in line with best practices;
  • Facilitate and coordinate report writing including data collection at sub-awardee level in line with the PEPFAR targets, indicators and milestones for the implementation process. Perform any other related tasks assigned by the Manger: FCI.

Required Experience/Skills:

  • Three years’ experience as Project Officer or Associate Project Officer in USAID/PEPFAR funded programs;
  • Knowledge of HIV, health and development programs in developing countries in general and Sub-Saharan Africa specifically; particularly in Lesotho;
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infections;
  • Experience managing, supervising and building the capacity of Project Officers and at sub-awardees partner level;
  • Capacity to consistently provide technical inputs on the LLPTA project to improve the quality of HIV and AIDS service delivery or technical assistance;
  • Ability to work well with others and to develop and maintain healthy, productive working relationships among project staff and implementing partners;
  • Ability to represent FHI 360 to donors, government officials and the NGO community. High degree of proficiency in written and spoken English communication, including presentation and training skills;
  • Ability to manage work independently, set realistic priorities, and plan for the successful implementation of activities;
  • High level communication, collaboration and interpersonal skills and willingness to undertake additional responsibilities as necessary, and ability to work under pressure and meet tight deadlines;
  • Well-developed computer skills. Capacity to and willingness to work with the communities of faith, traditional and civic structures.


  • Exposure in a non-governmental organization (NGO) is an advantage.


  • Up to 60 -70% Time.
