Job Summary:

You will manage and provide technical oversight of the development and implementation of the Country Program’s (CP) Measuring, Evaluation, Accountability, and Learning (MEAL) activities, designing and implementing MEAL systems advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. The highest level of effort will be to the United States Department of Agriculture (USDA) Learning and Engaging All in Primary School (LEAPS) project with MEAL technical support to other projects in the CP. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming through targeted and effective MEAL systems.

Roles and Key Responsibilities:

  • Manage and implement all MEAL activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and MEAL standards, donor MEAL requirements, and good practices. Ensure project team and partner staff use the appropriate MEAL systems and tools;
  • Effectively manage MEAL talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports;
  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy including use of differential and inferential statistics (quantitative data), and content and trends analysis (qualitative data). Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles;
  • Act as a key resource person in MEAL project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed. Support the design of project-level theories of change, results frameworks, Proframes (logical frameworks) and MEAL narratives, including the identification of key indicators of change and appropriate methods for data collection and use;
  • Lead the development and roll-out of project-level MEAL systems, including Performance Monitoring Plans or Performance Indicator Reference Sheets, Indicator Performance Tracking Tables, data collection instruments, Feedback and Response Mechanisms, and Detailed Implementation Plans which are appropriate to the scope and context of LEAPS III and provide technical support to other CP projects;
  • Coordinate the identification of staff capacity and technical assistance MEAL needs of partner organizations and capacity strengthening and required interventions to support quality project implementation;
  • Contribute to evaluation events through the development of terms of reference and support the identification, recruitment, and management of external evaluators to ensure high quality evaluation and learning. For special studies, lead the design, implementation, and analysis of results;
  • Help identify, assess and strengthen partnerships relevant to MEAL applying appropriate application of partnership concepts, tools and approaches;
  • Coordinate and monitor financial and material resources relevant to MEAL project needs. Through planning and oversight ensure efficient use of project resources for MEAL.

Required Languages - excellent proficiency in spoken and written English. Lao a plus.

Travel - Must be willing and able to travel from Vientiane, Laos up to 30-40% within Laos.

Supervisory Responsibilities -  MEAL Officer(s); IT Officer(s).

Key Working Relationships:

  • Internal: Chief of Party (LEAPS II), Chief of Party (LEAPS III), Deputy Chief of Party, Head of Programming, Program Managers;
  • External: Save the Children, World Food Programme, Partner staff from Government of Laos institutions.

Knowledge, Skills and Abilities:

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions;
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship;
  • Good presentation and facilitation skills;
  • Proactive, resourceful, solutions-oriented and results-oriented.

Preferred Qualifications:

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USDA or USAID;
  • Experience with statistical analysis or evaluation. Degree in research, statistics, or program evaluation highly desired;
  • Demonstrated ability to write high quality technical proposals;
  • Experience engaging with partner organizations;
  • Staff management experience and abilities that are conducive to a learning environment;
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Basic Qualifications:

  • Master's Degree in International Development, International Relations or in the field of research or statistics required. Additional experience may substitute for some education;
  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the areas of research, education, or statistics;
  • Experience in managing moderately complex projects preferably with an international NGO;
  • MEAL skills and experience required.
